The problem - Kern County animal care and control has been violating the laws of the State of California for years! And they continue to do so even while defending themselves against a lawsuit designed to force them to stop.
We need the Kern County taxpayers to call their government and demand that this stop. And we need all of you to contact the California State Attorney General's Office to insist that Kern County either comply with the laws of the state of California or move to another state whose laws they will obey.
We are going to document, day by day, the violations. And document how taxpayers' dollars are wasted because the animal shelter will not allow adoptable dogs to leave.
Current list of dogs on hold for rescue but not allowed to leave for various reasons

This dog was impounded on April 6,
2006, at the Kern County Animal Shelter and killed on April 7, 2006, even
though a hold was placed on this dog for Sharpei Rescue and this hold was
confirmed by employees at the KC shelter. The dog was killed in spite
of this hold, three days before the legal hold period even though the County
knew that a
rescue would arrive to bail him out and get him to a vet. He did need
medical care and he was entitled to have it. And he died instead.
